world building for [community profile] happyhuntingrpg

The government is oppressive and overbearing (need to come up with specific examples of this), and there was an incident years ago where a resistance movement rose up to try and overthrow them, but was eventually brutally crushed. Now, the resistance is just a bed time story, and used as an example of why the government's the best and everyone else sucks. The police force is especially brutal, taking out anyone who doesn't fit society's standards, and there have definitely been disappearances/public arrests/that sort of thing to keep people in line, but they're also good at being subtle and sneaky about stuff. (Specifically, I really want Peter's parents to disappear under mysterious circumstances and have him find out later that the government was behind it.)

There's a curfew, supplies and food are rationed (probably based on social class), and these are all justified based on the rebellion and the fact that in the areas of the cities not controlled by the Marshals, there is some pretty intense gang violence. The rations aren't generally that bad (it might be harder for a member of the middle class to have access to fine alcohol, while a richer person is basically guaranteed it, but it's mostly on luxury goods and something most people have just learned to adapt to), but the gang violence is worst in the areas where the rationing is tightest. The general public thought is that if they just stopped fighting and followed the rules, the rations would get looser, but people are starving and so things are sort of a mess in that part of town.

At first it seems as though the government is behind the abductions, and there's maybe some lead ins with trying to make it look like they're replacing people who died in a plague or are somehow engineered by the government, maybe even given false memories as part of some weird sleeper agent program.

BUT THEN!! In a Big Reveal type game wide plot after more people are getting their memories back, it turns out the resistance is really pulling people in to help overthrow the government, and basically has no interest in sending them home, thus making them just as douchebaggish as the government and it's sort of up in the air if you want to throw in with them, the government or something else.

Characters who are getting dropped, and then reapped with a different history have been assumed taken by the government and either killed, mindwiped or being held for testing. Characters will probably assume they're dead until they're reapped with the same history. Characters who are dropped and then reapped with the same history will be assumed that the government caught them, remindwiped them and let them back to their lives, perhaps for some greater purpose the other characters don't know about yet anddd we can figure out in detail later.
